Because it IS a boy, actually. He's crossdressing, wearing a wig and false breasts (pads). I searched his name on other boorus, images of him without the wig and padding show him clearly male.

Also, take a look at the tags: "crossdressing", "wig" and "trap" all imply that this character is a male in female clothes and a wig.
