Haibane Renmei (Charcoal Feather Federation).One of the most head scratching mysterious animes i've ever watched. Who are the Haibane? Why aren't people allowed to leave the wall city? Whats outside the wall? Where do Haibane go when they ascend? What's Rakka's connection to crows/ravens? So many unanswered questions & the creator (Yoshitoshi Abe) refuses to answer any questions. And so far there's plan to make a sequel to anwer the mystteries of the Haibane world.

To answer the questions:Haibane were most likely souls of people, turned angels.Haibane were strictly not allowing to touch the walls, because Glie were like Purgatory.The not leaving the wall is a challenge itself.If we believe the Catholic belief, leaving Purgatory means 2 ways, which was like in that anime.The only way Haibane to leave Glie is via Day of Flight, just like Day of Salvation from Purgatory and Ascension towards Heaven.And lastly, it is perceived that the crow in Rakka's story were once somebody close to her.Hope I answered your questions, based on my observations. One more thing, Haibane are like souls in limbo.
